The book examines the range of alternative strategic policies that have been employed by state housing agencies for this purpose. These range from the entry of the public sector into the urban housing market through the direct construction of "public housing" ("conventional") that is leased or transferred to low-income beneficiaries at below-market rates, to the provision of financial support (subsidising) and incentives in financial for producers and consumers in the private sector of urban housing, and for the administration of ("unconventional") social, technical and legislative support programs that enable the production, maintenance and management of socially acceptable housing at prices and costs that are affordable for low-income families and urban communities. It concludes with a brief review of the direction that public housing policies have taken during the beginning of the twenty-first century and a reflection on "where to go now", making a distinction between the strategies of "public housing" and "social housing" and how they can be for in a paradigm of "partnership" for the twenty-first century.
